Job Title: Strategic Project Surveyor

Location: Harrogate

Salary: £35,934 – £37,849 per annum

Job type: Full Time, Contract (3 years fixed term) (37 hours per week)

The Council is seeking a candidate who will act as the Councils strategic building surveyor to lead the development and project management of significant strategic property schemes and projects.

The Role:

The successful candidate will have outstanding communication and negotiation skills and excellent organisational and time management skills and the ability to solve problems and manage effective relationships.

The successful candidate will have a proven track record in construction project management and experience in programming, contract and cost management and delivering construction projects from £0.5m to £15m. You will be able to coordinate a team of professionals of different disciplines, organise and oversee construction procedures, ensuring that health and safety requirements are met, value for money is achieved and the Councils interests are protected at all times.

Job Duties:

  • Provides professional advice and recommendations to the Council on a wide range of building surveying and capital project management matters to support delivery of service plan and corporate priorities
  • Identifies/evaluates opportunities to make the councils buildings more efficient and environmentally friendly to run and operate
  • Provides professional advice and direction on building surveying and project management matters to senior officers/members to support delivery of service plan and corporate priorities
  • Work with colleagues to build relationships and understanding across the service and the wider Council
  • Take responsibility for own work, performance, development and behaviours; using own initiative to ensure that expectations are met for the benefit of the council, their customers and their colleagues
  • Strive to deliver excellent customer service at all times, by demonstrating a customer focussed attitude as well as commercial awareness
  • Contribute to service improvement work and look for opportunities to continuously improve own performance
  • Keep up to date with developments and achievements within the service and wider council, seeking opportunities to share knowledge & skills, celebrate success and to learn & improve
  • Undertake any other duties commensurate with the post/grade as directed by your manager or any member of the Service Leadership Team

The Candidate:

  • Significant experience in building surveying, project management and related property roles
  • Track record of designing, procuring and project management of significant building projects
  • Experience of preparing design/specifications/drawings, budgets, procurement and project management
  • Experience of leading project teams
  • Professional/technical qualification (HNC or equivalent) in relevant discipline
  • Experienced in the use of Microsoft Office
  • Sound knowledge of procurement rules and contract conditions for building schemes
  • Practical experience of contractor and project management
  • Understanding of asset condition survey techniques
