Job Title: Programme and Contracts Manager

Location: Norwich

Salary: £45,395 to £49,379 per annum (Scale L)

Job type: Full Time, Permanent Contract

We are looking for an experience Project / Programme Manager to join the Environment Service here at Norfolk County Council, and take responsibility for the smooth running and successful delivery of a wide range of complex, high-profile programmes of work.

Our Environment Service is an integral part of the organisation, supporting our response to climate change though the Norfolk Environment Policy and the Defra 25 Year Environment Plan.

  • We deliver a broad programme of work aimed at protecting the outstanding natural and cultural environment and landscapes of Norfolk.
  • We manage and develop the network of recreational trails
  • Provide specialist support and advice on green infrastructure
  • Work with communities and businesses to develop and deliver projects that connect people with history and nature.

We have an ever-evolving workload of complex projects, all involving a variety of funding streams, stakeholders and delivery targets. We’re looking for someone who can help ensure these are kept on track.

The core focus of the role will be to lead on…

  • Work stream programming
  • Financial reporting, monitoring and resource management for the Environment Service.
  • This will mean managing staff and financial resources across a broad portfolio of programmes to ensure optimal delivery, impact and value for money.
  • You’ll be working with complex budgets involving funding from multiple sources, and will need to oversee effective financial management of these budgets.
  • You’ll line manage the project monitoring teams, overseeing their work and providing a point of escalation where required.

To be considered for the role, you’ll need

  • Proven background working in a project / programme management role
  • Able to clearly demonstrate where you have successfully managed multiple complex projects simultaneously.
  • You’ll need strong financial acumen, including budget setting and financial reporting (ideally exposure to a diverse funding environment managing multiple budget streams)
  • Experience of managing a team, along with strong influencing, relationship building and stakeholder engagement skills.
