Job Title: Network Manager

Location: Mercury House, Romford, Essex, RM1 3DT

Salary: Grade 8- £46,041- £50,031pa (plus Market Supplement £5,124 per annum)

Job type: Full time / Permanent

The Role:

The delivery of LBH’s Statutory Network Management Duty under the Traffic Management Act 2004, (TMA 2004) in an effective and efficient manner ensuring continuous improvement in reducing congestion on Havering’s road network infrastructure, and that of adjoining authorities in accordance with the Council’s Network Management Duty under & pursuant to the Traffic Management Act 2004.

  • The post holder reports to the Highways & Traffic Manager
  • The post holder has full line management responsibility for a team of professional and
  • technical staff.
  • The post holder has full responsibility for the management of cost centres, forecasting revenue & income targets within programme line budgets.
  • The post holder may be required to work evenings, weekends and occasional public holidays, in order to meet service requirements.
  • Maintain & organise effective provision of the service with the use of specialist technical & professional advice, guidance and expertise in network management, works co-ordination, and legislative compliance under the ‘Acts’ to deliver the council’s objectives and priorities.
  • To be responsible for the Co-ordination, forward planning, permitting and licensing of all works activities taking place on the public highway under the New Roads and Street Works Act 1991 & Traffic Management Act 2004, Network Management Duty plus the London Permit Scheme (LOPs), in respect of its controlling legislation, Codes of Practice and Regulations made under the Parliamentary Act’s.
  • Deliver a specialist service, carrying out a range of skilled activities in managing and coordinating highway activity to maximise service quality, continuity & parity.
  • Maintain, develop and review systems, processes and procedures, and provide experienced, qualified advice and guidance in respect to network management and operation of the London Permit Scheme to colleagues and managers to identify risk.
  • Responsible for monitoring, analysis and management of delegated budgets, funding and resources plus negotiation of charges/fines served upon utilities & contractors in accordance with council policies and procedures and legislation and relevant Acts.
  • Fully understand and comply with relevant legal, regulatory, policy, procedural requirements, standards, and escalate/report concerns to senior management or arbitration as appropriate.
  • To manage a team of professional & technical staff both site and office based with specific accredited expertise including directly employed staff, agency staff and external consultants in the delivery of the Councils statutory Duty, Network Management Duty & London Permit Scheme.

About You

  • Detailed knowledge of New Roads & Street Works Act legislation
  • Detailed knowledge of the new Traffic Management Act legislation
  • Knowledge of legislation relevant to the service
  • Experience of financial monitoring and budget control.
  • Working knowledge of Health & Safety and CDM regulations, to be able to carry out risk assessments and take remedial action where necessary.
  • Experience of managing professional, technical and administrative staff within a local authority or other large organisation
  • Experience of technical skills associated with the relevant service area.
  • Evidence of successful innovation, initiative and consistent achievement in either a public sector or private sector environment.
  • Experience of developing good working relationships with a wide range of internal, external bodies and customers as part of developing effective service delivery.
  • Comprehensive knowledge of the service area and an ability to assess the impact of legislative and / or administrative changes affecting the service.
  • Knowledge & Experience of relevant Health and Safety legislation.
  • Detailed Knowledge of EToN/Permit Systems/Street Works systems.

Qualifications

  • Valid New Roads & Street Works Accreditation, supervisor level Units 1-16
  • This role is the equivalent to an HNC in civil engineering, therefore the post holder will need to hold the qualification or equivalent

Working conditions/circumstances

  • Ability and willingness to attend evening meetings and some out of hours working
