We are looking for a Head of Transformation Delivery to join Norfolk County Council and oversee the implementation of transformational change across the organisation. It’s a high-profile role, where you will take responsibility for setting up transformation governance, ensuring an approach that delivers benefits for the council and for our service users, and ultimately contributes to how we evolve and improve in the future.
Norfolk County Council is the main local authority for Norfolk providing services countywide to Norfolk residents. We take a lead in critical policy areas, and we work in partnership with local businesses, voluntary organisations and other local authorities in order to provide the people of Norfolk with first class services.

This role sits within our newly formed Transformation Directorate, which is a critical team responsible for changing and evolving the services we provide, and how we deliver them, in line with our core principles. It’s a team that have a broad remit and involvement across every service within the organisation, and one that have a big impact on ensuring positive outcomes for the people of Norfolk.

The council has a range of transformation programmes underway; Smarter Working, Net Zero, Adults and Children’s Services transformation, HR and Finance transformation. These are complex programmes of work, and we’re looking for someone who can implement effective governance to ensure we focus on delivering positive outcomes for the people of Norfolk. You will be a strong advocate of collaborative working and evidence-based decision making.

You’ll be a key member of the senior management team within the Transformation Directorate, and will manage the Transformation Delivery Team, who provide specialist expertise on complex and high value programmes across the council.

To be considered for this role you’ll need significant experience in a transformation management role, and you’ll have worked in a large, complex environment before, ideally in the public sector. You’ll have proven experience working with recognised transformation methodologies and approaches and will be able to back this up with evidence of where you have implemented governance and improved processes. We’re looking for someone who can think strategically and deliver consistently, someone who can lead a team but is happy to get involved more directly where required, and someone who can challenge thinking and influence decisions. You’ll need first class communication and relationship building skills, a positive and proactive approach, and a real desire to drive continuous improvements.
