Job Title: Finance Project Officer
Location: Colchester
Salary: £32,315 – £37,742 per annum

Job Role:
Reporting to the Finance Manager (Technical), this role will contribute to the work of the Finance team to ensure the provision of financial management and accountancy services in accordance with best practice.
Job Duties:
- To contribute personally towards the achievement of the Council’s three Core Goals and culture as defined by Council’s organisational attitudes and behaviours
- To facilitate the delivery of large projects undertaken within the Council by providing financial and accounting support to the project teams
- To prepare comprehensive Cost Benefit Analysis and Business Case documentation to support delivery of projects, with a focus on analysing both quantitative and qualitative costs/benefits
- To understand the role of finance and the broader Policy and Corporate Service team in supporting the projects and where necessary identifying the strategies required to bring delivery back in line with project schedules
- To produce regular financial updates with project managers demonstrating financial compliance with project budgets. This will require ongoing analysis of variances and costed solutions to deliver the projects on time and within budget
- Regularly attend and take an active role at working groups to ensure decisions are based on sound professional advice
- To ensure that Finance is positioned as a key influencer in all relevant service activity
- To ensure that Council Financial Policies and Procedures are implemented within each service area and that any financial issues arising from adoption of the policies are managed in conjunction with appropriate managers
- To ensure that the financial implications of relevant decisions taken by the relevant Portfolio Holder or Cabinet are represented in all reports
- To demonstrate an open and approachable work style which promotes openness to continual improvement, learning and adaptation across the organisation. To develop appropriate relationships to make this happen
- To liaise as required and work with finance colleagues to contribute to budget setting and closure process in particular in respect of the capital programme, including Revolving Investment Fund
