This is an exciting opportunity for an experienced and highly talented individual to provide Finance and Monitoring leadership to an ambitious programme of skills development which makes a real difference to the Health and Social care sector.
You will support the Developing Skills in Health and Social Care (DSHSC) Project Manager to ensure the successful delivery of this programme across Norfolk and Suffolk, supporting health and social care workers to undertake training and mentoring to progress their careers.
The purpose of this role is to:
- Oversee the DSHSC project financial processes, policies and claim processes working closely with other DSHSC team members and delivery partners to produce effective and clear processes.
- Monitor, quality control, and report on the programme budget and spend to ensure the transparency and accountability of project processes and finances and that DSHSC meets ESF-funding regulations.
- Provide advice and support to delivery partners regarding financial processes and policies to ensure that claims and DWP queries are accurately completed in a timely manner.
- Lead the preparation for and engagement with DWP and ESF-funding processes such as Desk Based Evidence Checks, On the Spot Verification visits and Contract Manager meetings.
You should be able to demonstrate the following:
- Financial management, budgeting and reporting in a European context
- Management of grant funds and monitoring performance against targets
- Knowledge and experience of application of audit and control functions in European programmes
- Knowledge and understanding of European funding programmes, particularly ESF
- Understanding of working in a local authority and political environment
- Knowledge of economic development and regeneration policy and practice
- Investigative skills: able to gather and present all the relevant information to support an argument or recommendation; or challenge the evidence provided
- Experience of using Excel to manage complex budgets/excellent Excel skills
- Good communication and presentation skills
- Takes accountability for responsibilities and works with high levels of accuracy and attention to detail
- Good planning and organisation skills, able to work independently and manage own time and workload and prioritise accordingly to meet deadlines
- Applies logic and thinks analytically
- Understands and applies complex information e.g., funding rules and regulations, including the implications of failing to contractual requirements.
- Able to identify potential risk and act, escalating appropriately
- A strong personal commitment to being an advocate for equality and inclusion
