Aaban Partnership Ltd (and related companies) require effective management of their estate to ensure ongoing and sustainable success.
The position of Estate Manager will be occupied by a postholder who will:
- Respond flexibly to fluctuating demands to meet current and developing business challenges.
- Possess estate management acumen, sound judgement and a proven ability to deliver results.
- Work diplomatically across the organisation to ensure that the estate supports the provision of effective service delivery in a challenging setting.
The Role:
Working at a high level across the organisation, the Estate Manager provides effective estate management and support to Directors of Aaban Partnership Ltd; leads the implementation of an Estate Strategy that meets or exceeds compliance with CQC regulations; and manages all aspects of the properties upkeep, care, maintenance, security, health & safety and facilities management in line with statutory and regulatory requirements.
The Estate Manager works seamlessly alongside the clinical teams to create an environment that is conducive to the delivery of recovery focused care.
Strategic Development
- Contributes to formulating Aaban’s Estate Strategy, that meets or exceeds compliance with CQC regulations, by assisting in the evaluation of site and usage options and proposing creative and inspiring suggestions for improvements.
- Implements the Estate Strategy by directing the activities of staff, consultants and contractors for the execution of development plans. Manages progress to ensure timely and cost-effective completion.
- Project manages the design and build of new projects – from minor works (e.g., refurbishment of existing spaces) to major projects (e.g., future new builds).
Maintenance of Grounds and Buildings
- Ensures that the fabric, fixtures and fittings of the existing estate is maintained to a high standard and meets Aaban’s current and future needs.
- Ensures reactive, daily and short-term, maintenance and prioritises a short-, medium- and long-term maintenance programme.
- Prepares annual, costed plans for repairs and upgrades of the estate.
- Manages all works within budget.
- Ensures timely reporting of exceptions.
Provision of Utilities and Estate Services
- Ensures all utilities provision, including water, gas and electricity is effectively managed and that usage is cost effective and minimises wastage.
- Ensures that boilers, air-conditioning, ventilation and other mechanical equipment is maintained, insured and replaced as and when necessary
- Ensures the provision of adequate training, supervision and staff development for all employees within the estate team.
Health and Safety, Fire Safety and Security of the Estate
- Acts as Aaban’s Health & Safety Coordinator.
- Works closely with clinical colleagues (Service Lead, Registered Manager, Unit Managers; PBS Practitioner, RRP Lead, etc) assess, reduce and mitigate risk.
- Takes Responsibility for Fire Safety and the Security of the Estate, working alongside other senior colleagues, to ensure all buildings comply with health and safety regulations
- Acts as a key holder and ensures all key holders have adequate training and understand their responsibilities
- Ensures all fire systems and prevention equipment are properly and appropriately installed and maintained.
- Ensures that all fire alarms and monitoring systems are regularly tested.
- Ensures that Fire Risk Assessments and all relevant policy and procedures are fully compliant and reviewed out on a regular basis.
- Ensures that all electrical installations comply with the regulations and that periodic testing is completed within regulated timeframes.
- Ensures that all other premises compliance checks are completed as and when required (e.g. legionella, PAT testing etc.)
- Ensures that accident/incident and near miss forms are completed and properly recorded and that appropriate action is taken.
Operational Matters
- Liaises with the Unit Managers to ensure the catering facilities and equipment are maintained.
Other
- Carries out other duties commensurate with scale and grade as required
Essential
- Acceptable enhanced child and adult disclosure and barring service check
- Awareness of CQC regulations – particularly regulation 15.
- Experience of working effectively with staff and management at all levels
- Experience of liaising effectively with building users, external consultants and external contractors
- Experience of contract management
- Experience of basic building maintenance and providing facilities services within business premises
- Excellent organisational skills with a proven ability to plan, prioritise and meet deadlines
- Ability to demonstrate initiative and to lead from the front
- Committed to keeping abreast of best practice and relevant legislation
Desirable:
- Recognised facilities/estate management qualification
- Experience of tendering and procurement
- Clean UK driving license
