Who are JNCC?
Established in 1991, we’re the UK’s statutory advisor on issues affecting the natural environment across the UK and internationally. Our primary role is advising all four Governments of the UK. We also work with private sector organisations to support decision making on the sustainable use of marine waters and natural resources around the UK.
The Role:
This post holder will work as a co-team leader within the Finance and Planning section and report to the Director of Finance and Resources. The focus of the role is to be the organisation’s lead on financial accounting and reporting, leading a team to provide a wide range of finance services to the organisation including budgeting, reporting and accounting; financial analysis, advice and training; procurement; payments and receipts; financial systems management; and managing the relationship with external audit.
Post Duties:
The post holder’s responsibilities will include but not be limited to:
- Overseeing production of JNCC’s annual report and accounts, leading with external auditors on interim and final audit, ensuring these are prepared to the required standard and laid to timetable before UK and Scottish governments.
- Working closely with the co-team lead to prepare annual budgets and to advise on in-year adjustments based on accurate and timely forecasts for income and expenditure the production of timely and approved budget and advising ensuring that resource allocation distribution and monitoring for replanning
- Overseeing processes to prepare reliable, timely and insightful financial reports to JNCC’s Senior management team and programme boards.
- Providing advice to ensure JNCC can flex its resources effectively to best deliver its objectives while operating within the financial policy framework and other specific requirements set by Government.
- Facilitate the development and maintenance of JNCC’s financial policies, procedures, controls and systems. Develop training and support to ensure all staff understand and comply with their requirements. Oversee monthly processes including recording of actuals, signing off adjustments to balances and liaising with Defra and other funders to meet reporting responsibilities.
- Take the lead in managing the relationship with JNCC’s internal and external auditors and ensure that the Audit and Risk Assurance Committee is supported effectively.
- Line management of two senior staff in the Finance and planning team. Working with the Co-team leader on income and planning to form a leadership team that ensures coherent and well-planned management of the team overall including building flexibility across the team to respond to work pressures for month end and year end close and also in the production of audit schedules.
- Good communication and organisational skills
- Experience in budgeting, forecasting and reporting to senior users including production of published Annual report and Accounts.
- Experience in engaging stakeholders at various levels
- Understanding of the requirements of Managing Public Money and other governing documents.
- Experience of selecting, implementing or developing financial information systems
- Experience of managing commercial and procurement procedures
- Advanced excel and data management skills.
