Job Title: Clerk And Responsible Finance Officer

Location: Ash, Surrey

Salary: £41,496 – £45,495 – pay award pending – plus, out of London Fringe

Job type: Full Time, Permanent role.

Ash Parish Council is seeking a full time Clerk and Responsible Financial Officer. The Parish Clerk is responsible for all aspects of council operations, including the duties of the responsible finance officer, delivering services such as the Ash Cemetery, The Ash Centre, open spaces, play areas and sports facilities, leading a team of 8 staff, managing the delivery of council projects and initiatives, and supporting councillors in their decision making.

The role:

The post holder will also be responsible for ensuring the council fulfils its legal obligations, including governance, health & safety and staff management. Experience in budgeting, financial management and payroll, Ideally using Rialtas and Sage software packages.

This role will require someone with excellent communication skills, experience of working in a local government environment, managing staff, finance, contracting services and joint partnership working.

The Clerk is expected to advise the Council on, and assist in the formation of, overall policies to be following in respect of the Authority’s activities and in particular to produce all the information required for making effective decisions and to implement constructively all decisions. The person appointed will be accountable to the Council for the effective management of all its resources and will report to them as and when required. The Clerk will be responsible for all the financial records of the Council and the careful administration of its finances.

The Candidate:

This role will require someone who has knowledge and experience of servicing council and committee meetings, administering and managing all aspects of the Parish Council’s business. managing projects, with experience of public sector procurement regulations

  • GCSE English and Mathematics at grades A – C, or equivalent
  • High level of literacy and numeracy
  • The commitment to study and obtain the ILCA qualification within 12 months and to obtain the Certificate in Local Council Administration (CiLCA) within two years of commencement of the post.
  • Ability to work diligently in a office and home-based environment.
  • Ability to work effectively and efficiently under pressure and unsupervised.
  • Trustworthy with confidential information
  • Previous local government experience/ experience within a Town or Parish Council setting
