We have an exciting opportunity to develop a career right at the heart of policy and strategy making in the Chief Executive’s Department within the City of Lincoln Council.
The Role:
The role will suit a candidate with proven strategic thinking, analytical and technology skills, especially in working with complex data. You will be the organisational expert for all types of data analysis – identifying, planning, undertaking, reporting and making recommendations on a wide range of topics to Leadership. You will also be the organisational lead in offering advice and guidance to Senior Officers relating to performance management, and the analysis of performance data.
But that’s not all the role demands – you will also get the opportunity to work on or lead a number of cross departmental projects including the development of service improvements.
About you:
Essential
- Experience working in cross departmental teams
- A creative and innovative approach to extracting and manipulating data from a variety of sources to turn it into easy to understand business intelligence
- Have an aptitude for all aspects of ICT and especially in its role in delivering performance management frameworks
- Able to demonstrate experience in developing and/or maintaining bespoke software
- Experienced in reporting and presenting reports and data results to very senior level audience including external audiences at conferences
- Experience in using the results of data analysis to make recommendations to senior officers on options available.
- Experience in working with sensitive and confidential data – applying data protection rules when necessary.
- Ability to work on own initiative from an agreed scope, but also as part of a small team with both day to day work and specific projects in a flexible way and to matrix style management
- Ability to transport self around the city to meetings at other locations and to work outside of traditional office hours in an evening (e.g. for committee meetings) and at weekends, sometimes at short notice
- Qualified or demonstrated experience to degree level in a relevant subject
- Experience of responding to complex data analysis requests – collating and analysing data from multiple types of raw data sets including census data and producing charted outputs with recommendations – presenting results in person
- Knowledge of performance management systems, tools and techniques and how to then analyse, produce and represent information in a clear and targeted way
- Experience of applying project management techniques in delivering a range of projects
Desirable
- Experience of supervising staff
- Experience of working in Sequel (or similar) would be an advantage
- Experience in managing large consultation events with customers
- Experience of working in Local Government
- Experienced in delivering business intelligence insights to senior audiences
