We are looking for a number of Delivery Managers to join the Transformation Delivery Team here at Norfolk County Council, and take responsibility for facilitating, coordinating and driving transformational change initiatives across the organisation, and in turn for the people of Norfolk.
Norfolk County Council is the main local authority for Norfolk providing services countywide to Norfolk residents. We take a lead in critical policy areas, and we work in partnership with local businesses, voluntary organisations and other local authorities to provide the people of Norfolk with first class services.
These role sits within our newly formed Transformation Directorate, which is a critical team responsible for changing and evolving the services we provide, and how we deliver them, in line with our core principles. It’s a team with a broad remit and involvement across every service within the organisation, and one that has a big impact on ensuring positive outcomes for the people of Norfolk. We have some exciting programmes on the go at the moment, like Net Zero, Smarter Working, Home to School Transport, Fire Service equipment facilities improvement, Oracle replacement programme and Digital Service Transformation with Adults and Children’s departments, and we need people to help us deliver them. The Transformation Delivery Team work on large programmes involving multiple services and stakeholders.
The core focus of the role is delivery, which means delivering change, issue resolution, crisis intervention and benefit realisation. Working on complex, multi-faceted programmes of work, you’ll need to use a blend of structured project and programme management methods, exemplary stakeholder and relationship management skills, and the ability to convert high level strategy into tangible outcomes. You’ll need to employ a collaborative approach, overseeing multiple teams to coordinate delivery, and constantly challenging, contributing and influencing to ensure success.
To be considered for one of these roles you’ll need proven experience leading the delivery of transformational change within a large scale, complex organisation, ideally in the public sector. You’ll be able to evidence where you have worked with stakeholders to scope change, and where you have planned and managed successful delivery. You’ll have strong project and programme management experience, including exposure to different methodologies (e.g. Agile, Waterfall). You’ll need strong relationship building and influencing skills, including the ability to work with a broad range of different stakeholders and audiences. We’re looking for people who are proactive, pragmatic and adaptable, able to challenge the status quo and who have a real passion for driving through successful change.
