Job Title: Combined Enforcement Team Leader

Location: Cromer

Salary: £32,029 to £35,934 per annum

Job Type: Full time, Permanent

The Company

North Norfolk is an attractive rural District with beautiful coastline, fantastic landscapes and big skies within easy reach of the fine City of Norwich.

The Council are looking for an enthusiastic and self-motivated person to lead the Combined Enforcement Team. The team deal with a range of enforcement and inspection issues around planning, council tax and business rates regimes and long term empty homes.

Main Duties:

  • To oversee the day to day activities of the Corporate Enforcement Team to ensure the effective allocation of resources and undertaking of regulatory activity
  • Responsible for recruitment, staff appraisal and development, and ongoing performance management within the team
  • To review and monitor Section 106 Agreements
  • To oversee and manage relevant enforcement cases dealt with by the team.
  • Undertake investigations, inspections and interviews in accordance with Council policies & procedures
  • Undertake enforcement work in connection with Planning, Council Tax, NNDR and other regulatory activity as required
  • To monitor and inspect developments to ensure compliance with approved plans and with conditions imposed on planning permissions
  • In response to complaints, to assess whether breaches of planning control have occurred and where appropriate take action within the regulatory legislative framework and Council policies to remedy any breaches
  • To negotiate remedies to breaches of planning control through voluntary compliance, or take formal enforcement action under the planning legislation
  • To lead on activity around the identification, monitoring and bringing back into use of long term Empty Homes
  • To inspect new and existing domestic and non-domestic properties to maintain an accurate Council Tax and NNDR base
  • To verify by inspection and other methods exemptions, reliefs, discount claims and disabled person reductions for domestic and non-domestic properties
  • To consider the most appropriate course of action for cases with reference to the enforcement policy and departmental procedures
  • Investigate complaints from the public and businesses
  • Prepare correspondence, records, reports, legal notices, statements of evidence and prosecution files
  • Attending Council meetings, hearings, Courts or Tribunals as required

Key Requirements:

With excellent people management skills, you will have a proven track record of working in an enforcement environment; particularly in undertaking investigations, collecting evidence and preparing cases and supporting legal action. You will possess strong communication skills and the ability to identify a range of options for each case and negotiate compliance with legislation without the need to resort to legal action.

You’ll need to be degree educated and possess a Level 3 Management Qualification, alongside a driving licence and access to your own transport.
