Job Title: Specialist Accommodation Lead / Community-based Social Care

Salary: £31,638 to £37,222 per annum (Full Time Equivalent)

Location: Harlow

Job Type: Permanent, Part Time (18.5 hours)

This is a part time position for 18.5 hours per week. The pro rata’d salary range is £15,819 to £18,611 per annum.

ECC Adult Social Care, through effective practice, is moving towards a transformational shift from a focus on long-term care support, to a model with four key principles :- prevention; early intervention; enablement and safeguarding. This will enable people, their families and carers to be able to access information and tools to live healthily and independently. Providing an opportunity to respond pro-actively to growing service demand in a sustainable way, within the financial constraints of the Council.

This role will optimise adults being able to access appropriate housing opportunities by providing support, advice and acting as a central point of contact for internal and external staff within the West of Essex. The role works collaboratively with stakeholders and partners to identify those who may wish to move to independent accommodation and ensuring the ability to satisfy local demand will be essential. It requires the development of strong communication links with all key agencies and other housing providers and you will be responsible for managing the supported living housing stock in West Essex. This will involve working collaboratively with stakeholders and partners including care providers, landlords and colleagues in Essex to ensure that the housing stock we have available meets our framework requirements.

Responsibilities will include…

  • Providing housing advice and guidance to operational staff to ensure fully informed as to options in supporting service users with a housing need.
  • Keeping accurate recording and developing a clear analysis of the demand for supported living in their locality to ensure clear understanding of local needs, developing plans to meet those needs.
  • Working collaboratively with stakeholders and partners to ensure able to develop, deliver and maintain a range of appropriate and high-quality accommodation solutions.
  • Supporting operational, commissioning and commercial colleagues with information and recommendations about housing related supply, demand and opportunities.
  • Contributing to further development of a range of accommodation supply to ensure optimum opportunity and usage of available supported housing in Essex.
  • Contributing to the development and the delivery of the housing agenda both within a quadrant and across Essex.
  • Working proactively and collaboratively with internal and external partners in navigating the range of services and processes with which they may need to engage with to access housing.

You will bring…

  • Preferably educated to degree level and/or equivalent by experience and evidence of continuing professional development in line with Housing qualifications such as the CIH Level 3 Certificate in Housing Practice.
  • Experience within a housing and social care environment with evidence of challenging social and family situations.
  • Strong communication skills and an ability to develop a rapport and engage with diverse groups of individuals.
  • Ability to develop strong relationships with partners, other agencies and the local community to achieve joint objectives and offer a supportive framework for vulnerable adults.
  • Evidence of clear decision making in order to highlight and limit the potential risks associated with intervention.
  • Experience of partnership and inter-agency working with evidence of achievements. Understanding of national and local policies in relation to housing and social care planning and service delivery.
  • Good and current working knowledge of housing related legislation, policy and practice including welfare benefits.
  • Effective communication skills across a broad range of audiences, able to adapt their style.

Please note that the job role requires you to be mobile throughout an operational area. Therefore, the post holder will need to have a driving licence and access to a vehicle.
